Governor Newsom has proclaimed housing to be a basic human right. Given his success as Mayor of San Francisco in recognizing health care as such a right and providing it not indirectly through provision of health insurance but by establishing a network of free city health clinics, he could declare that California does not having a housing shortage, but a shortage of housing occupation.
