Your doctor may soon be a bureaucrat for the state of California. Although our health care system with all its jewels and foibles has evolved over decades, the state Legislature has reinvented it from whole cloth with Assembly Bill 1400. This bill in 67 pages establishes CalCare, which is comprehensive, completely free health care for all residents of California (regardless of citizenship). CalCare replaces all other state and federal health care payers (and private insurance too?), absconding with all premiums and payments to fund all health care in the state and for those retired from California and/or travelling out of California, regardless of location.
